Implementation of a Town Steward role

Town Steward is an elected role that only one person can take on. Term length is 4 weeks and they have a say in all matters within Oakham but do not take a vote like a council member does. They can propose bills to change but do not get a say on them. They do not take part in recruitment and are simply here to help grow the town. They must be from a Lyrean Commonwealth member state but do not have to specifically be an Oakham settler. They may don the Oakham Council role in the Discord but do not get the privileges of being a councillor.
